Sheila Monaghan has invested her career in developing an understanding of behavioral health in the workplace.   From her earliest work in the private and public sectors, in both union and nonunion environments, Sheila’s goal has been to quantify and address systemic issues that require broad-based solutions.

In 1983, Sheila was recruited by Motorola to create, design and develop an employee assistance strategy for the corporation. Sheila’s contributions include the development of an award-winning Global Employee Consultation Systems (GECS) business, Employee Assistance Program (EAP), workplace violence prevention, drug testing, mental health cost containment and business strategy that incorporates the human side of change.  The cornerstone of Motorola’s EAP was a unique and innovative problem-solving consultation model which gained global support and recognition from Human Resource (HR) and business leaders.

As Vice President of Motorola’s GECS, Sheila designed and led the development of EAP and behavioral health systems in 65 countries.  She recruited, trained, mentored and led the team that turned behavioral health into an annual $10 million investment in the well-being of employees.

Sheila was among the first to see the impact of the Human Resources Outsourcing (HRO) model on all internal HR functions. She recognized the economic drivers, financial and market growth that define the industry today. Motorola tapped Sheila to execute the outsourcing strategy and manage the transition of Motorola’s GECS to Affiliated Computer Services (ACS).  Sheila took the leadership role to build and manage this new GECS business practice that serves the United States and countries throughout Europe, the Middle East, Africa and Asia.

Sheila is astute at building solutions to address clients’ unique challenges.
